[edit] History of the Circital Forest

The Oaken Enclave in the Circital Forest was established in 1066 to provide food stuffs for the local Katarious Garrison. In the early years of the garrison shipments arrived from Sar Kalristi on a monthly basis but as time passed the ships arrived less and less. Sometime in around 2300 the ships stopped coming. With no known war and no orders the Katarious commander determined that something had gone wrong and that he should lead his troops to the nearest port or Nexus. Nothing is known of these troops, but no one ever returned, leaving the Oaken to fend for themselves.

In 2609 the 1st Rangers of the Katarious Legion IV commanded by the Katarious General Slaag, was sent to put down a small uprising in a remote part of the Empire. Following a senior staff meeting, a well-planned assassination of the Katarious commander and his trusted aids was executed. As the Orc sub-commanders exited the tent, the Elvish Archer Companies let loose arrow after flaming arrow into the tent with the Katarious commanders still inside while the Orc infantry waited to fall upon any survivors that fled the tent. The entire staff of Katarious was slain.

This event was considered significant because in addition to the Katarious command company, the force was comprised of two Tall Elven archer, one High Orc scout, one Oaken scout and two Low Orc light infantry companies all of whom attacked the Katarious. The Tall Elves and Oaken soldiers were among the very few Elves to obtain freedom via the rebellion!

The Orc captains left the Elven warriors at the battle site and headed west to join a larger uprising. The Tall Elven and Oaken troops wandered briefly but soon found an immense dense forest where they established a community unto itself and vowed to stay out of the conflict. This was the Circital forest, which was already inhabited by an Oaken Enclave that has been long abandoned by the Katarious and forgotten for a few centuries. The two Elven races began working with each other; the Oaken providing for food, while the Tall Elves provided much needed military strength and skill as protection. Powerful vows were made to keep the new Circital home secret and from that point on, no stranger entered the Circital and left alive.

After 292 years of being hidden from the ravages of the Katarious Emperor's wrath the hidden Elvish community of escaped Tall Elves and Oaken in the Circital were able to thrive and develop without outside influences since the Tall Elves and additional Oaken joined the community in 2609. Despite being safe from the Katarious, the community was subject to many and bloody internal feuds over the direction of the development of the community and the degree of secrecy. Previous to the Battle of the Rings all strangers who entered the Circital Woods were killed to protect the secrets of the Circital. But after the multi-racial battle, there was a growing movement within the community to come out into the open and take advantage of the apparent friendship that the new racial relations presented. After years of debate and argument, the decision was finally made to partially expose themselves to the world and the Elvish community within the Circital Forest was made known.

Oaken Enclaves have always had it easier then thier tall cousins. This enclave had it even easier as they provided the only food source for the garrison and thus while still slaves, were permitted some measure of independance. Over time a simple political structure developed which helped the Enclave survive well after the Katarious had left. Every 50 years or on the death of the previous, an Elder is elected from the males to handle the day to day governing of the Enclave. He is advised by a Council of Chiefs, the head of each family group in the Enclave. At the time of the arrival of the new Oaken and Tall elves the Council of Chiefs consisted of 5 families : Digger, Tiller, Sitter, Puller and Planter. The arrival of the Oaken scouts the Council determined that two more family groups would be added, one for the Captain of the scouts and one for the luitenant, these became the families Watcher and Follower.

[edit] The Tall Elves

After negotiating with the Elder for food and clothing in return for protection the Tall elves began to establish a community in the old garrison. Over the course of a few years more housing was built and females were permitted to bear children to allow for the growth of the community. An ad hoc politcal structure developed out of the military structure based loosly on the Oaken Enclave model, a Chief was elected from among the 'families' but his power was limited to what military strength he had.

After about 75 years the two communities combined using a version of the Enclave political structure. Every 10 years the residents over the age of 16 elect a leader from among themselves and is named Chief. As the families grew they began to have fueds over various topics, some of these fueds ended in bloodshed which in turn resulted in further fueds. The Chief was only able to maintain control if he had support from several families who could provide soldiers to back up the decisions. The only time the community agreed on a subject was when strangers arrived, and then it was never in favor of the stranger. Until 2901 the policy of the Circital Elves was to make sure no stranger made it out of the forest alive.
